Madrid Strategic Plan 2015-2019

The Madrid Strategic Plan 2015-2019 is based on 4 main axes. The following is a summary of the objectives that fall under each of them.

Characteristics of the Madrid Strategic Plan

Axis One: A close, cohesive and liveable city

The objectives to be pursued in this first axis are the following:

  • Promoting cohesion and territorial rebalancing
  • Regenerating and reclaiming urban space and heritage
  • Establish urban ecology policies that improve the quality of life and sustainability of the city.
  • Developing an efficient and sustainable mobility policy
  • Developing strategies for urban action on Climate Change
  • Ensuring a general interest approach

Axis Two: A people-centred, caring and inclusive city

The objectives to be pursued in this second strand of the Madrid Strategic Plan are as follows:

  • Ensuring social equity by recognising the diversity of Madrid's population
  • Fighting poverty and social exclusion
  • Ensuring access to decent housing
  • Promoting an active and healthy city
  • Provide an effective and coordinated response to emergency situations.
  • To make Madrid a safe city in which to live, work and visit, where citizens feel integrated and are jointly responsible for maintaining safety.
  • Promote Madrid as a city against violence, for peace and that fosters solidarity and international cooperation for development.
  • Promote citizens' access to culture as a common good and as a space for production.
  • Guarantee the right to equality between women and men in a city free of gender-based violence.
  • Promote the integral development of children.

Axis 3: A sustainable economy with quality jobs

In this third axis of the Madrid Strategic Plan 2015-2019The following objectives can be distinguished:

  • Developing strategic lines for the change of economic model
  • Promoting sectors geared towards sustainable economic development
  • Supporting the social economy, self-employment and small businesses
  • Promoting stable, decent and equitable employment
  • Improving Madrid's position among major global cities
  • Promoting innovation in the city of Madrid for development

Pillar 4: Democratic, transparent and effective government

Finally, a breakdown of the objectives of the fourth axis of the Madrid Strategic Plan:

  • Including citizen participation in decision making
  • Achieve financial autonomy and design sustainable and equitable resource management.
  • Rational, fair and transparent management of local administration
  • Mainstreaming gender in municipal policy and action
  • To guarantee compliance with international and European Human Rights obligations, promoting a cross-cutting approach throughout the entire sphere of action of Madrid City Council.
